The title of this article could be misunderstood fairly easily, so to try to moderate against that: effectively what the article is saying is that the U.S. is standing on a defensive footing alongside Ukraine, and being mindful of actions that could potentially be interpreted as attacks. That seems practical. The cyber domain (perhaps like others) is one where sufficient transparency, defence and robustness (even in the face of some successful challenges) can reduce the resolve of attackers -- or better, perhaps illustrate to them that their perceived opposition is, in fact, as dedicated to (and perhaps more effective at) improving the state of the local and global environment than the leadership that they currently take their orders from.
