I'm not sure I buy the argument that this will provide "cover" to the Russian government to isolate the country from the global internet. What cover do they need? If we are to believe that the Russian people are powerless to stop the invasion of Ukraine, then wouldn't they be equally powerless to stop their government from disconnecting them from the internet, with or without cover?
