Nobody said that people can't tweet about any and all aspects of their lives. The point was that some followers may only be interested in one particular part. This would dramatically cut the noise from Twitter, as well as its divisiveness and general unpleasantness. You can still tweet whatever you want, but Twitter would be more usable for many people if you could cherry pick the signal and get rid of the noise.
