There is such thing as propaganda. It's when somebody explicitly controls what you can and what you can't say (among other things). CNN may be biased, sure and I have no problem with that (as with Foxnews), but with RT I have issues with. But again I'm not sure I support the ban of RT, just on a point of principle and because those bans were already used as rationalizations to close last independent media in Russia.
