The US is a leader in oil refinement technology, such that there are oil rich Latin American countries (Venezuela and Mexico) that rely on exporting crude and importing refined products from the US to meet THEIR energy needs. This isn't about the US going full 'no import oil', it's about finding the entire west non-Russian sources of crude.
