  Allowing copies doesn't guarantee access in the first place. That's why Stallman wrote a license that levers off copyright to require disclosure of trade secrets, i.e. source code. If the USA abolished software copyright tomorrow, more software development would go behind closed doors, and more finished apps would get distributed as binaries only. None of the users currently dependent on proprietary SaaS would be "liberated".
