Telegram is insecure by default—it is not E2EE but for all practical purposes a plain-text database. In addition, Roskomnadzor and Telegram have agreed to cooperate on investigating suspected extremists a few years back, which does not bode well for its E2EE mode either (but non-technical people tend to never use secret chats anyway). Since this is all public information, by recommending Telegram any technically savvy person is making huge, possibly freedom-costing disservice to their friends in Russia or Ukraine.
