The policemen in my city were very specific about getting the fine digitally. They wouldn't handle cash even if it was for the fine.

A much more practical way would be to disassociate the approver and applicant. Eg: You can't bribe your University examiners
Cuz they won't even know how to find your paper from lot.

- bombcar 5y agoThe same thing happens in Mexico near the border - the bribe just happens before any possibility of the fine, now (as the fine has you actually mail the payment directly to Mexico).

People in power are still in power, they will find out a way to exploit that. The only way is to remove the person from her power over others.
