At the very least the economy of Russia is being starved, so maintaining their military spending becomes more difficult over time unless they are willing to become like North Korea. Members of the ruling class also may not join the rest in struggling to afford day to day life, but they certainly cannot be happy with having all their money trapped in a country without the rule of law. There is a reason they have their children born in the West.
