One could, yes. As far as I'm aware, even a matter of collective guilt (which is related but different from causation) is not exactly unanimously agreed upon between renown philosophers. And just to be clear - I'm not saying it's true or false (heck, I have very mixed feelings), I'm saying it's arguable.
