This is great but why can't they just do it? If a majority of EU members agree then why can't Ukraine be an EU member today? Yes there are rules and red tape to negotiate but I don't see why a majority can't just agree to waive it under emergency circumstances. Otherwise it just seems like a hollow gesture.
