I'm not going to try to negotiate the NYT nuisancewall. Who is making the claim and why should we believe h{im,er}?
Without more context than the title, my expectation is that we will see both what Russia is capable in offensive terms and what the NSA and NATO's countermeasures are worth on the other side.
