These are wrong perks. Here's what would have helped:
1. Functioning democracy.
2. Rule of law.
3. Competent governing.
4. Reforms of basically everything.
5. Freedom of speech.
And many more. Instead, the "perks" looks more like leftovers for a dog. Pretty much sums up the attitude towards the regular people.

- miohtama 5y agoRussia’s software industry is set back some years before the invasion is over. It is difficult, albeit not impossible, to have high-skill engineering in a country that is totalian and in a lockdown.
