Is there an editor that can do things like this? Or is it all laid out by hand?

- goldenchrome 5y agoIt’s likely laid out by hand. Given the file name “Artboard-2” my guess is that it’s done in Adobe Illustrator, but you can do that in any graphics editing tool like Photoshop, Figma, Sketch, etc. For typographic work, I recommend a vector-based tool because it scales to any resolution.
