Isn't everyone facing major hiring and retention issues? And haven't the police been funded enough? We've had police reform bill after police reform bill since the 90s LA Riots and possibly before and it always comes with more funding. It rarely makes things better for the populace. Police departments prefer to spend it on new toys rather than community policing or any sort of reform.
