They are talking about being the pilot in command of an aircraft. The NOTAM says "A PERSON WHO IS A CITIZEN OF THE RUSSIAN FEDERATION ARE PROHIBITED FROM OPERATING TO, FROM, WITHIN, OR THROUGH U.S. TERRITORIAL AIRSPACE". This means they can fly as a passenger but they are not allowed to operate the aircraft unless they are given special permission by the FAA
