It's stock Chromium with privacy features and an independent sync backend etc. Chromium has recently added features for a scrollable tab strip a la Firefox, and you can adjust how much tabs compact themselves before the browser starts using scrolling behavior instead. Check a flag called Tab Scrolling. I'm on Chromium partly because of the tab management - tab groups are crack.
