"Closing off air space" always means "threatening to shoot down airplanes", and shooting down Russian airplanes in this context means war between NATO and Russia. That setting up "no fly zones" in poorer African or Near East countries didn't register as an act of war to anyone is just because there were never going to be bombings, armored columns, nuclear strikes, or anything of the sort into a Western country as a result of instating them.
