Obviously you have to keep cultural aspects in mind. Sweden going into NATO is bad but not as bad as Ukraine because Ukraine is basically part of Russia from Putins point of view. Them joining NATO or EU is like Chechnya going for independence (again) from Putin's\military point of view. They (someone) just decided to be proactive here.
