Sure, it uses libraries to do the heavy lifting, but these are all popular, well-tested libraries with well-scoped feature sets (html5ever for parsing HTML, url for parsing urls, etc). If you're looking for a tool like this but think you might need to tweak it, you should give monolith a try.
