Isn’t it what one would want anyway? I think that most countries on the periphery of “polite society” as you put it - are not there by choice and would like to join the club and enjoy the benefits (example Ukraine) as soon as possible. And the global actors of disorder and chaos do whatever it is they do with predictable consequences to their own prosperity.
