Ah, a competitor on one of my previous jobs (large European web hosting provider) did that. That was one of the reasons a lot of theirs customers came to us, becaus they couldn't do business with Russian clients. I think we had better systems in place to mitigate spam and hacking than they did so we didn't have to take blaket actions like that, but a lot of it did come from Russia (not the majority tho).
