I think that's naive. In refuting European countries claim to not have been consulted on the Afghanistan withdrawal, for example: Stoltenberg is quoted as saying, “Of course the United States consulted with European allies, but at the end of the day, every nation has to make their own decision on deploying forces.” Doesn't sound like "concensus" to me.
