I suspect it has to do with honest reporting of statistics. Mainland China maintains they have little to no COVID, but regime would incentivise people to not report cases out of fear of retribution. This includes the local official who might lose their position as well as the regular citizen—rumours are mainland government wants to introduce fever medication sale controls because if you are sick you might rather hide than cause your entire neighborhood essentially be placed under house arrest. Additionally, I believe it is in mainland government’s general interest to paint HK as unable to take care of itself here.
