I think this is well known for people who come from developing countries. If not as explicitly as mentioned in the article, but implicitly. It is mostly people from developed world who mainly assume lack of development is due to lack of money (partly due to what happens in their country on a local scale, and partly due to media articles focusing more on poverty than other aspects when talking about developing countries).
