From what I gather the actual lattice requires neutrons. Their current setup uses an electron source (dynamitron) on tantalum which generates gamma rays. The gamma rays have the energy needed to push neutrons around inside the lattice. It seems they're saying it would be more energy efficient just to directly generate neutrons without having to go electron -> gamma -> neutron.
