I'm very curious how this would help. Are there starlink user terminals in Ukraine that could be attached to existing internet exchanges? If the service had previously not been enabled I would guess not. Is that something that would still have to be built? I also thought that current generation starlink can only communicate to base-stations over a relatively short distance (~500mi). Unless there are already lots of those in neighboring countries, I'd be surprised if that would help much.
