I imagine that the difficulty in creating such a service is finding the vendors that serve this data - care to reveal some secrets? FYI, LiveUAMap charges $150pm for personal use and $1500pm+ for enterprise use (with relatively limited request rates). You could make some serious bank if you have something they don't, or can provide a better service.
