And the nuclear threat is credible, because the leader appears crazy or at least inexplicable. As long as everyone else is not that crazy and cannot appear so, MAD is inoperative. So in that case, why not take over the world? It just has to be in small enough steps that none of them justifies nukes individually. That's it, that's the constraint.
