Actually, the California rules seem perfectly reasonable to me. This seems to me to be a lighting manufacturer that is complaining that they got caught out for having a poor power factor. I'm sorry, but I don't have a lot of sympathy for them in that regard. I do like their high CRI and flicker-free nature of their lights, but there are plenty of others in the space that do the same but also have brighter lights. And everything else being equal, I'll take the brighter lights.
