I wouldn't underestimate individuals. Question is will businesses and politicians in Germany ... there is a lot of EU money tied up in Russian banks and a lot of EU investment in Russia. also there is always American gas (not sure if this is realistic wrt to volume as those who claimed that Nordstream2-critcism was an American prop to force us to buy US gas) or perhaps we have to rethink nuclear energy.
