Could Elon get terminals in? Are there enough uplinks in the countries around Ukraine? Starlink doesn't just magically work everywhere, it relies on ground stations with uplinks (just a few of the Starlink sats have inter-satellite links and IIRC many of them have been moved to support Tonga). The terminals also requires about 300-600w dependent on the location so isn't easy to run with limited power or on batteries.

Additional ground stations could be rapidly deployed to Poland's eastern border. Supplying user terminals: Ukraine has borders with Poland, Hungary, Romania and Moldova so all possibilities for transferring to Ukrainian authorities.
