It makes sense for most users to allow sites to disable this, because users accidentally zoom (especially by double-tapping) making the web app feel non-native and broken. But I believe most browsers let you tell them that you always want to be able to zoom, and then they ignore this setting. Providing it as a setting has the advantage that developers just set it (and you can tell your browser to ignore it), instead of finding some horrifying and harder-to-avoid way of preventing the browser from zooming.
