A hybrid environment doesn't work if just a couple of people from a team or department go to the office and the rest are permanently working from home. You lose most of the advantages and still have to pay for office space, etc. That's why in my company the hybrid solution will probably look like "everyone from the team has to be in the office on day X of the week".
