I realize you are probably joking (which is rather insensitive in a situation where actual people are dying). But yes. It would help. It would hurt those that are a victim of the war already most, though. The Russian economy is hurt bad. This will reach moms&pops soon, if not already. Leading to unrest, potential bankrun, local protests and even deserting of troops. If you believe putting up Russian people against Russian authorities helps, then taking the livelihood or extra income of thousands of these people, will be adding to unrest.
