For example, for many years it was legal to invoice in foreign currency, but you MUST inform the tax agency of all invoiced emitted in real time. Their API required that you specify the currency, and only the value for local currency was accepted -- nothing else. So while it was technically legal to do something, the IT system would block you from doing it.
