A first step could be a large survey of people who have found themselves on both sides of the equation recently. Hiring seems opaque to me. I sometimes don't even get feedback on why I was passed up for a role that I match perfectly (I mean, at least as to what HR posted...). I'm sure there's also troves of evidence-based guidance somewhere that no one takes the time to utilize.
