Probably 10 years ago with first ssds, however it feels like software developers think they can affort to write even worse than ever before because their code is still 'fast enough'. Or on the other hand if it's really slow they blame the hardware and not themselves which drives me nuts. On multiple occasions I had to force them to fix some completly abyssmal performance regressions in our software.
