From a project manager viewpoint and to gain “buy-in” from developers, this is the most important goal.
Unfortunately, from a developer’s career perspective, attempts to involve them early can be a huge time suck.

What they don't appreciate is the PM bringing them in early without having done any homework. Such PMs don't earn any developer trust and will never be able to launch things on time.
