  Yes, such people could identify as "gray ace". The particular bit is that they don't feel sexually attracted before they're already romantically attracted. The idea is that romantic attachments usually take time to build, but sure, if they happen to build them quickly, then that's still the same category. I agree that it's not a great article, though I've definitely seen worse. Some of this terminology is evolving rather rapidly and it's not entirely surprising that the articles haven't yet been refined, though this term has been around long enough that it could use a better article than this.
