In Portugal they do stop. That's the only place on earth I've witnessed it. It's... huh... surprisingly weird to, for example, stop on the sidewalk waiting for someone to then notice all the cars stopping for no apparent reason and then only noticing you're in front of a pedestrian crossing. Oops. They sometimes even go as far as to brake so hard when seeing a pedestrian that they cause an accident. I witnessed that one at least twice! Once three cars smashed into each other...
