Honestly, I don't see an issue with this specifically. Yes, I think the emulator _should_ be allowed on the store, but on Android it's pretty easy to manually install apps. For a monetized app, I may take a different position, but for something like an emulator that's already on shaky ground as far as monetization goes, I don't see that much of an issue.
