two problems:
1. GPT3 is used to generate text, if the input is what you say it isn't your dog's reply, is it?
2. your dog still lacks understanding of human language, or concepts of politics, it will not be able to interact with your questions in a meaningful way in the first place to give any input to such AI.
what you could do is try to translate dog behavior, but the dog will have to learn this language as well, so there's no magic "stick this chip to your dog's head and discuss about the meaning of life" kind of solution.
