This is exactly the kind of things for which the government is necessary. We won't have IPv6 unless it is legally mandated that any service which is available over IPv4 is also available over IPv6 and that all customers be given IPv6 addresses. Slap a physical loadbalancer in front of them of your services or whatever, but we either get the government to do it, get the telcos to end IPv4 support or give up.
