    The term "collecting" implies storing the raw sample on ice or actually sequencing the DNA and keeping that.

  1) Is it legal? 2) Is it cost effective to collect and store? If both 1 and 2 are true then why wouldn't they do it? That's of course different from asserting "all testing agencies are collecting data", but are we to assume few are doing this collection?
