Offline: Sphinx, VOSK, Nvidia NeMo, SpeechBrain, Coqui, Kaldi... some off the top of my head. Some of these require more setup & effort and are more research grade than others.
There are also proprietary ASRs which can run offline.
I wrote a small python application to evaluate some of them. Link in my profile!
