Most likely because the Teams developing it are either not competent or not empowered to improve it. Probably some combination of the two. I've used it daily for years and it's never been a good experience - desktop, mobile, web (FF, Chrome, Brave)... they are all trash. Although as others have pointed out, it has gotten noticeably worse over the last year.
