What kind of news piece is this? Nation-state hacking is literally what UK and US does the best, they even created specialized agencies which receive substantial budgets relative to other state institutions (and have been caught red-handed). The headline can be substituted for "We (US/UK) are now targeting sensitive Chinese/Russian/Iranian/EU defence contractors to learn tactical intelligence". Other states openly assassinate civilians-scientists (and write books about that).
The point is that there are processes (emergent natural ones) of how nation-states engage other states, there are state secret efforts to collect intelligence on the other ones, acts of sabotage (well there is even a free PDF on that from FBI on google), etc. Why is public nauseated by this non-informative nonsense that everyone knows is happening reciprocally?
