I absolutely understand your concern about government leech's as well, I'm in the same boat. Too often do politicians just go with their friends or donors to supply services and contracts. Its a big problem that wastes a ton of money and time. I also think your idea of being able to opt out is interesting, I think this could be a viable concept but I don't know how it would be implemented. It would seem that there might be two parallel systems if that were to happen.
