Reverse image searching is probably the best way to help counter these types of scams. Dating apps could help with this as well. Are multiple accounts in different regions using the same pictures? Are new accounts being created with pictures that have been used previously by now banned accounts? There is a reverse image search app that's really useful for this type of thing called "reversee" You can screenshot an image and paste it into the app and it quickly reverse searches the image. The real benefit is that it doesn't just search google images, it also searches bing, and most importantly russian search engine yandex. Yandex seems to be the most effective place to find images of people used by scammers.
